Tampines Road Heavy Vehicle Park is a working yard most East-side drivers pass without a second look — which is part of why this case matters locally. NEA officers found a 1,530kg pile of household and renovation debris there during routine surveillance in May 2025; the court only handed down the $8,000 fine in August 2026, more than a year later, which gives a sense of how long enforcement can take even when the evidence is straightforward.
The offender, a general worker named Mr Shkder Foridul, had been doing hacking and dismantling work at two residential addresses (Whampoa Drive and Farrer Road) and dumped the waste at the Tampines Road yard rather than pay for proper disposal — a shortcut that shows up periodically at heavy vehicle parks and industrial yards across the East region, not just this one. He pleaded guilty and was convicted under section 20(1)(a) of the Environmental Public Health Act.
For anyone doing renovation work nearby: NEA can fine first-time offenders up to $50,000 or jail them for up to 12 months — this $8,000 penalty is on the lighter end of what the law allows, not the ceiling. Repeat offenders face fines up to $100,000. If you’re mid-renovation and weighing what to do with debris, it’s also worth checking what actually needs proper disposal versus what a steam carpet cleaning service or licensed contractor can handle without the waste ever leaving your unit improperly.
