Cost of Living Payment 2026 Singapore: COL Payment, CDC Vouchers & U-Save Explained

Cost of living payment 2026 Singapore cash CDC vouchers

“Cost of living payment 2026” actually refers to three separate Budget 2026 schemes that most coverage reports one at a time — which is why it’s confusing. Here’s all three in one place: what each one pays, who qualifies, and when it lands.

Quick answer: The Enhanced Cost-of-Living (COL) Special Payment gives eligible citizens $400–$600 cash from 9 September 2026. Separately, CDC Vouchers worth $500 per household arrive January 2027. And GST Voucher – U-Save gets a 1.5x boost (up to $570) for eligible HDB households across 2026. These are three different schemes with different eligibility rules — you may qualify for one, two, or all three.

All Three Schemes, Side by Side

Scheme Amount When Who
Enhanced COL Special Payment$400–$600 cashFrom 9 Sep 2026Citizens 21+, AI ≤$100,000, own ≤1 property
CDC Vouchers$500 per householdJanuary 2027All Singapore households (auto-issued)
GST Voucher – U-Save (enhanced)Up to $570Across 2026 (quarterly)HDB households, own ≤1 property

There’s a fourth related scheme too — the regular GST Voucher (Cash and MediSave), which already paid out in August 2026. We cover that separately in our full GST Voucher 2026 guide, including how to sign up late if you missed it.

Enhanced COL Special Payment: $400–$600

This is the headline cash payment most people mean by “cost of living payment 2026.” Over 2.4 million adult Singapore citizens qualify, with the exact amount depending on your income and the Annual Value of your home — lower-income citizens with smaller homes get more, up to $600, while those closer to the income ceiling receive nearer $400.

  • Eligibility: Singapore citizen, aged 21+ in 2026, Assessable Income for YA2025 up to $100,000, own no more than one property
  • Payment starts: 9 September 2026, automatic — no application needed if you’re already signed up for government payouts
  • To get paid earlier: link your NRIC to PayNow by 30 August 2026

CDC Vouchers: $500 Per Household

Every Singapore household gets $500 in Community Development Council (CDC) Vouchers, split evenly: $250 usable at participating supermarkets, and $250 at heartland merchants and hawkers. These land in January 2027 and stay valid until December 2027, giving households a full year to use them.

Unlike the COL Special Payment, CDC Vouchers go to households automatically — there’s no income or property test. Every household, regardless of income, gets the same $500.

GST Voucher – U-Save: Enhanced to Up to $570

U-Save rebates normally help HDB households offset utility bills every January, April, July and October. For 2026, the government topped this up to 1.5 times the usual amount — up to $570 total for the year for the most eligible households — specifically to cushion the impact of the carbon tax increase. Over one million households benefit, with smaller flats (1–2 room) getting rebates covering roughly five months of utilities, and larger flats (3–4 room) covering about two months.

Who’s excluded from most of these? If you own more than one property, you’re ineligible for the COL Special Payment and the enhanced U-Save rebate, regardless of income. CDC Vouchers are the exception — every household gets them regardless of property count or income, since they’re issued per household rather than means-tested.

Frequently Asked Questions

What is the cost of living payment in Singapore for 2026?

It’s not one payment — it’s three: the Enhanced COL Special Payment ($400–$600 cash from September 2026), CDC Vouchers ($500 per household in January 2027), and enhanced GST Voucher – U-Save (up to $570 across 2026 for eligible HDB households).

Do I need to apply for these payments?

No for CDC Vouchers and U-Save — both are automatic if you’re an eligible household. The COL Special Payment is also automatic if you’ve previously signed up for government payment schemes; if you haven’t, check and register at govbenefits.gov.sg.

Can I get all three payments?

Yes, if you meet the eligibility for each — they’re not mutually exclusive. A citizen aged 21+, earning under $100,000 AI, owning one HDB flat, would typically qualify for all three: the COL Special Payment personally, plus their household’s CDC Vouchers and U-Save rebates.

How is this different from the GST Voucher?

GST Voucher – Cash and MediSave is a separate, older scheme that already paid out in August 2026. The COL Special Payment, CDC Vouchers, and enhanced U-Save are additional Budget 2026 measures on top of the regular GST Voucher. See our GST Voucher 2026 guide for that scheme’s full details and late sign-up window.
